There's good news for people buying their first home in Dubai. Since July 2025, Dubai has offered a new program specifically for first-time buyers. This initiative makes buying more attractive and feasible.
As expat or investor, this program offers great opportunities.
What is the “First-Time Home Buyer Program”?
The program was launched by the Dubai Land Department (DLD) and the Department of Economy and Tourism. It is part of the broader Dubai Real Estate Strategy 2033.
The goal? To help more people own their own homes. Both Emiratis and expats can participate.
You are eligible if you:
- are 18 years or older,
- have a valid UAE residence permit,
- have never bought a property in Dubai before,
- and buy a home with a maximum value of AED 5 million.
The purchase must take place in a freehold-area. This means that you become the full owner of the property.

For those buying their first home in Dubai, you'll have access to several attractive benefits. These include:
1. Early access to new projects
You'll get priority access to popular projects from developers like Emaar, DAMAC, and Nakheel. This means more choice and better prices.

How does registration work?
Registration is easy. You register via the Dubai REST-app or the Dubai Land Department website. After your information is verified, you'll receive a QR code. This code allows you to identify yourself to banks and developers as someone buying their first home in Dubai. From that moment on, you'll have access to the benefits. The QR code remains valid until you purchase a property, so you can explore multiple options at your leisure.
Please note: limited availability
There are currently 5,000 spots available for the program. So don't wait too long if you're interested. Requesting the QR code is free and without any obligation. However, without registration, you won't be able to take advantage of the benefits.
